In short

  • HomeStars' Ottawa bathroom guide says December through March is typically slower for contractors, and interior bathroom work is unaffected by cold.
  • Ottawa averages about 232 cm of snow a year, most of it from December through March (Environment Canada normals).
  • Inside work runs as it would in June; a foundation cut for an egress window takes more planning in frozen ground.

What winter changes for the house

Environment and Climate Change Canada normals, as summarised on Wikipedia, give Ottawa a January average minimum of -14.3°C and about 232 cm of snow a year, mostly from December through March. Most days in December, January and February stay below freezing.

Work inside the house goes on as it would in June. Work that opens the building or depends on the ground, such as a foundation cut, takes more planning.

Jobs that suit December to March

The bathroom renovation is the standard winter job, since every step happens inside. A full one runs one to two weeks of work on HomeStars’ Ottawa timeline.

The basement guide on the same site goes further and calls winter often the most practical time for an Ottawa basement. A mid-range basement needs 6 to 12 weeks on site, with permit wait of 2 to 6 weeks before. A permit wait that starts in November can turn into a January crew. See basement finishing and the timeline guide.

A kitchen renovation also works indoors. Ask the company how the fridge and sink are handled during the weeks without a kitchen.

Jobs that wait for spring

Roofing, decks, fences and landscaping are outside jobs. The City of Ottawa lists several of them among the projects that do not need a building permit: asphalt shingles on a roof, a deck under 24 inches above grade, fences, landscaping. A company will tell you what it takes on in the cold and what it books for April.

A cut into the foundation sits in between. HomeStars attributes the Ottawa price of an egress window, $3,500 to $6,000, to the frost line depth and the foundation work. If your basement plan includes a bedroom, read the egress page and put the window question to the company on the call.

What drives the winter schedule

A slow calendar helps with the start date. The finish still depends on when the permit is issued, when the cabinets or tile arrive, and the order of the trades. Ask the company what happens if one of them slips.

Boots, salt and snow come in with every delivery and every trade. Ask how floors are protected from the driveway to the work area, and how dust stays out of the rest of the house. An open wall or a missing window in January needs a plan for heat. Put that plan in the contract.

Rules for work in the cold months

Noise hours apply all year. Under the City’s Noise By-law 2017-255, construction work and heavy machinery are barred from 10 pm to 7 am Monday to Saturday, and from 10 pm to 9 am on Sunday and statutory holidays. Demolition, construction and infill in established residential neighbourhoods have shorter hours, with nothing from 8 pm to 7 am on weekdays and from 7 pm to 9 am on weekends and holidays.

For permits, see renovation permits in Ottawa. Plumbing changes, new windows and walls need one. Replacing cabinets with fixtures in the same place, new flooring and painting do not. Heritage-designated buildings get no exemptions. For an old house, see the older home guide.

Contract dates in a slow month

Ontario law wants a home renovation contract over $50 on paper, with start and finish dates and a payment schedule in it. A written estimate inside the contract caps the final bill at 10% above it, unless you agree to new work. If no work has begun 30 days after the contract’s start date, you can cancel before the crew arrives.

Read the contract checklist before you sign, and hiring a renovation contractor before the first call.

Who plans the winter job

You describe the room and the dates once, and the Desk sends them to one independent company. It calls, asks about the house and sends a written quote. Ask for the earliest start it will commit to in writing, and how it plans to handle heat, floors and dust while the work runs.

Questions to ask the company

  1. How does your winter calendar look, and which week can you give me a firm start date for?
  2. How will you protect the floors and the rest of the house from boots, snow and dust?
  3. If the walls or a window are open, how do you keep the house warm and who covers the heating?
  4. What happens to the dates if a delivery is late or a storm closes the roads?

Have this ready for the call

  • A target window, such as done before the holidays or started in January
  • A clear route from the driveway to the room, with snow cleared and a dry spot for boots
  • Photos of the room, plus the plan for kids, pets or guests during the work
  • Any condo or board rules on delivery hours and elevator booking

Questions people ask

Can I start in December and be finished before the holidays?

It depends on the scope and on the calendar of the company that calls. A standard full bathroom is one to two weeks of work in HomeStars’ figures, which fits before the holidays if the start is early. A basement takes far longer, and a permit adds waiting time before either. Give your hard date in the request so the company can say yes or no on the first call.

Does a winter renovation cost less in Ottawa?

The published guides talk about availability. HomeStars calls December through March slower for Ottawa contractors, with more room in the schedule, and its Canada guide names spring and summer as the peak months, with higher prices to match. Whether a January start changes the price is the company’s call, so ask on the first call.

Does a frozen yard stop an egress window?

A basement window means cutting the foundation, and HomeStars ties the Ottawa price of $3,500 to $6,000 per window to the frost line depth and the foundation work. Whether the company digs in January or waits for the thaw is its decision. Ask the company before you sign.

Should the contract say how the house stays warm while a wall is open?

Yes. An open wall or a cut window in January lets the cold in, so the plan for temporary heat, and who pays for it, belongs in writing. Ontario’s contract list includes a description of the work and materials, and heat protection fits there as a named line. Ask how many days any opening stays open.
