A suburb built in waves
Barrhaven started in the 1960s when developer Mel Barr bought a 200-acre farm that was meant for a racetrack and turned it into housing. In 1977 the regional government approved expansion there in place of Carlsbad Springs, because of concerns about Leda clay in that soil. The Ontario Municipal Board limited the plan in 1978, and the provincial cabinet overruled it in 1979.
The 2021 census counted 103,234 residents. Old Barrhaven sits between Cedarview Road and Greenbank Road. Longfields, Davidson Heights, Chapman Mills and Stonebridge came next, and Half Moon Bay, Quinn’s Pointe and Barrhaven Mews are the newest.
New-build basements and the builder’s warranty
In a newer house the basement may still be the builder’s unfinished concrete. The question before any contractor starts is what you give up. Under Tarion’s Construction Performance Guidelines, a builder warrants for two years from possession that basement walls let no water through, and alterations, deletions or additions made by the homeowner are excluded from coverage. A finished wall also hides the foundation from view.
Practical sequence: ask the builder in writing what the warranty covers, note any open claims, and decide whether to wait out the two years or finish with the clock running. Say which in the request, so the company quotes the right scope.
What people build, and what it costs
HomeStars singles out Barrhaven, along with Kanata, for demand in basement home offices. Its Ottawa table gives the ranges: home office $10,000 to $25,000, bedroom addition $15,000 to $30,000, rec or family room $25,000 to $45,000 and bathroom $8,000 to $30,000. A whole basement is $35,000 to $95,000. The basement finishing cost guide shows what moves a number inside its range, and basement bathroom covers the plumbing line.
A bedroom needs an escape route; see basement bedroom and egress for the rules.
Permit and inspections
The City requires a building permit for basement areas over 10 square metres, about 108 square feet. Its fee for renovation work is $12.75 for each $1,000 of work value, materials and labour included, minimum $117. A $30,000 finish therefore carries a $382.50 fee. Once the application is in, inspections follow the work stage by stage, as the questions on this page list, and the permit guide explains each one.
Valve and sump rebates
The City’s flood rebates draw two age lines, and Barrhaven straddles both. A house from before 2012 can claim for a sanitary valve; one from before 2004 can also claim for a storm valve, each capped at $1,000. A battery-backup sump pump in a newly built pit is rebated up to $3,000. A house built in 2015 is outside the age lines, so check the year before you count on money back.
Where Barrhaven sits
Highway 416, the Rideau River, Cambrian Road and the Greenbelt box Barrhaven in, roughly 17 km southwest of downtown. Crews arrive by Strandherd Drive, Greenbank Road or Woodroffe Avenue. For nearby areas, see Nepean and Stittsville.
Who you will hear from
The Desk sends a Barrhaven request to one independent company. That company calls, goes down to the basement with you and sends a written price with the company’s name on it. Any warranty talk with your builder stays between you and the builder.
Questions to ask the company
- My house is a new build from [year]. Will your work touch anything under the builder's warranty, and should I check with the builder first?
- Is the basement rough-in for a bathroom already in the slab, and will you confirm its location before you quote?
- In a townhouse, what do you tell the neighbour, and where does your van go on a narrow crescent?
- Will the permit be in your name, and when do I get to see it?
- What is in the contract if the walls show something unexpected?
Have this ready for the call
- Your crescent and the main road it comes off: Greenbank, Strandherd or Jockvale.
- The year the house was built and the builder's name, which sets the warranty position.
- Photos of the basement, including any rough-in pipes, the sump pit and the electrical panel.
- For a townhouse or condo: the corporation's renovation rules, if any.
- A rough budget and what the room is for, such as a home office, a teen bedroom or a rec room.
Questions people ask
Does finishing a new-build basement void the Tarion warranty?
Tarion’s guidelines exclude alterations, deletions or additions made by the homeowner from the statutory warranty, and the builder’s two-year basement water penetration warranty runs from possession. Ask your builder and Tarion in writing which parts stay covered before work starts.
Why does Barrhaven have so many townhouses?
Wikipedia describes most streets as townhouses, with some larger suburban houses, in a community that began in the 1960s and grew fast after a 1979 provincial decision. A shared wall means the neighbour hears the saw, so the company will ask about work hours and parking on the crescent.
Is Barrhaven part of Nepean?
It was, until the 2001 amalgamation, and some people still say Nepean for the whole southwest. The City treats it as one: the same permit fee schedule applies and applications go online through My ServiceOttawa.
What is a good use of a Barrhaven basement?
The home office is the use HomeStars flags for this corner of the city. Its typical build covers framing, flooring, lighting and a dedicated circuit or two. A bedroom asks for more: an escape window that meets the Building Code, which is why its band starts higher. Tell the company which one you want before it measures.
Do I need an inspection during a basement job?
Yes. On a basement the City’s list runs from excavation and underground plumbing through rough-in, framing, insulation with vapour barrier, the plumbing final and the closing visit. Book each 48 hours ahead. Ask at the first call who books them and who must be home.
