What to ask before you book

  1. Q1What do you check for moisture before framing, and what happens if you find it?
  2. Q2Should a backwater valve or a new sump pump go in before the floor is finished, and will you handle the City rebate paperwork with me?
  3. Q3Does the quote separate plumbing rough-in, electrical and finishing?
  4. Q4How many weeks on site, and how many before that for drawings and the permit?
  5. Q5Which inspections will the City do, and will you hold each stage open until it passes?

Before the visit

  • The year the house was built. It decides which City plumbing rebates apply.
  • Any water history: where, when, after what kind of storm, and what was done.
  • Photos of the floor drain, the sump pit if there is one, the furnace, the water heater and the panel.
  • Clear height under the lowest duct or beam.
  • What the space is for: family room, office, bedroom, bathroom, rental suite.

Water first, finish second

HomeStars’ Ottawa guide says the city’s freeze-thaw cycles make moisture work and insulation close to mandatory in a basement, and counts them at $5,000–$15,000, spent before any drywall goes up. A leak found after the flooring is down costs the finish as well as the repair.

The permit line is clear on the City list. Damp proofing an existing basement is exempt. Structural foundation repairs and drain tile replacement need a building permit. Write any water history in the work order, even a single wet corner after a spring storm.

City rebates for flood protection

The City of Ottawa’s Residential Protective Plumbing program pays part of the cost of protective plumbing. The rebate is the lesser of the maximum or what the work cost:

Device Maximum rebate
Building permit, plumbing work only 100% of the fee
Indoor sanitary backwater valve $1,000
Indoor storm backwater valve $1,000
Outdoor storm backwater valve $2,500
Sump pump with battery backup, existing pit $1,500
Sump pump with battery backup, new pit $3,000

House age decides eligibility: built before January 1, 2012 for a sanitary valve, before January 1, 2004 for a storm valve. The permit has to be issued first, and the work plus the rebate application are due within 18 months of the permit date (the City extended this from 12 months on July 1, 2026). Replacing or repairing an existing device does not qualify. Ask about them while the basement is still unfinished and the floor is easy to reach.

Radon before a bedroom

Health Canada’s guide treats a basement about to become a bedroom or a family room as a normal occupancy area. It recommends a test of at least 91 days, in the heating season, and action when the yearly average is above 200 Bq/m³. It also recommends testing again in the next heating season after a renovation that changes the structure or ventilation. If you have a result, put it in the request so the company can plan around it.

The lines a basement quote should show

HomeStars’ Ottawa figures for the parts that move a basement total:

  • Plumbing rough-in and installation: $2,500–$20,000, depending on whether drains exist and whether an ejector pump is needed.
  • Electrical upgrades, panel and new circuits: $1,500–$5,000.
  • Acoustic insulation for a basement home office: $1,500–$3,000.
  • Contingency: 10–15% of the project.

The City permit is $12.75 per $1,000 of construction value. On a $60,000 basement that comes to $765. After the permit, the City inspects in stages: plumbing underground and rough-in, framing, insulation and vapour barrier, plumbing final and a final. Inspections are booked 48 hours ahead.

Who you are dealing with

Ottawa Reno Desk passes your basement work order to one independent local renovation company. They call, look at the space, and quote the work and the permit under their own contract.

Questions

01Does waterproofing need a permit?

It depends on the work. The City lists damp proofing of existing basements as exempt. Structural foundation repairs and drain tile replacement are on its list of permit projects.

02My house was built in 2006. Which City plumbing rebates apply?

The sanitary backwater valve rebate, up to $1,000, covers houses built before January 1, 2012, so yours qualifies by age. The storm valve rebate needs a build date before January 1, 2004. The sump pump rebates, up to $1,500 or $3,000, and the full plumbing permit fee rebate carry no build-year cut-off on the City’s page.

03How long does a basement take?

HomeStars’ Ottawa guide gives six to twelve weeks of site work for a mid-range basement, plus two to six weeks waiting on the permit. The City’s own first check of a basement permit application takes about 5 business days.

04Should radon come up before I add a bedroom?

Health Canada treats a space that will soon be lived in as a normal occupancy area and recommends a test of at least 91 days in the heating season. The guideline for action is an average of 200 Bq/m³. Mention any result in the work order.

05Can I finish the basement in stages?

Yes. HomeStars notes that plumbing and electrical rough-ins can go in first, so the walls do not have to be opened twice when the rest is finished later. Say in the request which part comes now and which comes later.
