Start with the rooms, then the price
Basement quotes get confusing because one word, finished, covers a family room at $25,000 and a one-bedroom apartment at $120,000. HomeStars’ Ottawa guide splits the basement into rooms, and the table above follows it. Add the rooms you want, then add the lines that every basement carries: moisture, plumbing, electrical, permit and contingency.
A mid-range finish of 700 to 900 square feet, with framing, insulation, drywall, flooring, lighting and electrical updates, is $50,000 to $75,000. An open rec room of 600 to 800 square feet is $25,000 to $45,000. What per-foot figures those make is in the questions on this page.
Lines that sit under every number
HomeStars lists these Ottawa items separately from the room price:
- Moisture and insulation. Freeze-thaw cycles and cold winters make waterproofing and insulation upgrades rarely optional, and they add $5,000 to $15,000 before finishing begins. See moisture and insulation for the sequence.
- Plumbing. Rough-in and installation, $2,500 to $20,000.
- Electrical. Panel upgrades and new circuits, $1,500 to $5,000.
- Contingency. 10 to 15% of the project cost.
On a $60,000 scope, contingency alone is $6,000 to $9,000. The budget has to hold that amount.
Permit fee and the City’s rules
The City of Ottawa requires a building permit for alteration of a building over 10 square metres, about 108 square feet. The renovation fee on the January 1, 2026 schedule is $12.75 per $1,000 of assessed work, with a minimum of $117. A $45,000 basement comes to about $574. Painting, new flooring and damp proofing of an existing basement are on the City’s exempt list, which is why a refresh costs less in paperwork than a full finish. Inspections follow the work in stages, and the full list is on the permit guide.
Time as a cost
HomeStars gives 6 to 12 weeks on site for a mid-range basement, plus 2 to 6 weeks for the permit beforehand. Ottawa contractors often carry a 3 to 6 week backlog in peak season, the same guide says. Winter is often practical for interior work, and exterior pieces like window wells and foundation waterproofing suit spring or fall.
Reading a basement quote
A usable quote lists the following as separate lines: moisture work, framing and insulation, plumbing rough-in, electrical, drywall and finishing, flooring, doors and trim, egress windows, permit and drawings, and contingency. It states what is an allowance and what is fixed. It names the inspections. If two quotes differ by $15,000, the lines show where.
Room-level costs have their own pages. A bathroom is on the basement bathroom page, a bedroom on egress bedroom, and a rental unit on secondary suite. The general basement page is basement finishing. For all rooms of the house, see renovation cost in Ottawa.
Whose number you will get
The ranges above come from published guides. The price for your basement comes from the one independent company that gets your request, after it visits and measures, and it is written under that company’s contract.
Questions to ask the company
- Does the number include moisture work, insulation and the rough-in inspections, or are they allowances?
- Which lines are fixed and which are allowances, and what happens when an allowance runs over?
- What contingency is in the price, and who approves a draw on it?
- Can plumbing and electrical rough-ins go in now and the finish later?
- Which trades are on site, and which are subcontracted to others?
Have this ready for the call
- Basement floor area in square feet, even as a rough figure
- The room list with a priority order, so the quote can show what to cut first
- Photos of the floor, walls, ceiling, furnace room and panel
- Water history with dates
- A budget ceiling, and whether it includes the permit and contingency
Questions people ask
Why is a basement with a bathroom so much dearer than a rec room?
Plumbing, drainage and waterproofing sit under the finish. HomeStars gives plumbing rough-in and installation $2,500 to $20,000 depending on existing drains and whether an ejector pump is needed, and a bathroom addition adds $15,000 to $30,000 to a project on top of other work. A rec room without plumbing avoids those lines.
Do Ottawa basements cost more than elsewhere in Ontario?
HomeStars says a mid-range basement runs $3,000 to $8,000 more in Ottawa than in smaller Ontario markets for the same scope, and $5,000 to $10,000 less than in the GTA. Labour makes up the majority of most quotes, and the guide ties the rise since a few years ago largely to labour costs.
Is the basement price per square foot a reliable number?
Only as a rough sanity check. HomeStars’ ranges give about $31 to $75 per sq ft for a rec room and $56 to $107 for a mid-range finish, by arithmetic on 600 to 900 sq ft. Plumbing, an egress window or moisture work move a total more than size does.
Can I stay in the house during a basement renovation?
In most cases, yes, says HomeStars. Dust, noise and short utility interruptions are the cost. A panel upgrade or heavy plumbing can shut off service for a time, so ask the company for the sequence week by week.
What return should I expect at resale?
HomeStars says Ottawa owners usually recover 60 to 75% of basement renovation costs at resale, and that a finished basement adds roughly 15 to 25% to a home’s market value. It places a legal secondary suite above that return in areas with strong rental demand.
